Electric Scooters: Marbella’s New Regulations and Plans for 2025

Electric scooters have gained significant popularity in urban areas in recent years, prompting many local councils to regulate their use. Marbella town hall has been proactive in this regard, introducing a new ordinance this year. Looking forward to 2025, the town hall plans to establish a register of personal mobility vehicles (PMVs) operating within its jurisdiction.

Locating Drivers and Applying Regulations

According to Félix Romero, the council’s spokesperson, the primary objective of this initiative is to locate the drivers for effective application of the regulations. The council is also considering a system to generate municipal number plates to identify these vehicles. Romero hinted that the numbering system might be similar to that used for taxis.

Regulating the Fleet of PMVs

The new measure is detailed in article seven of the municipal ordinance. Its main purpose is to regulate the fleet of PMVs in the municipality. The ordinance states that the local government will be responsible for the constitution, regulation, and operation of the register. The register will include details such as the make, model, chassis number, series, owner, insurance company, and policy number of the PMVs.

Raising Awareness on Electric Scooter Usage

The municipal spokesperson, along with mobility and transport councillor Baldomero León, and the Malaga delegate of the traffic accident prevention association (PAT), Ketty Morilla, made the announcement. They revealed plans to launch a campaign on electric scooter usage regulations. The campaign will coincide with the World Day of Remembrance for Road Traffic Victims, and will particularly target secondary schools.

Young People and Electric Scooters

Young people are a significant demographic that regularly uses PMVs. Morillas emphasized the importance of drivers having civil liability insurance and setting the minimum age for drivers at 16. She also suggested the need for training courses for teenagers who do not yet have a driving license.

Features of the Marbella Ordinance

The Marbella ordinance prohibits driving on pavements and pedestrian areas, using headphones or mobile phones, carrying passengers, and driving under the influence of alcohol and drugs. It mandates the use of reflective clothing, helmets, and lighting, and sets a maximum speed limit of 20 km/hour. Violations of the ordinance can result in fines ranging from 200 to 1,000 euros.
