Marbella West Health Center: A Case of Spectacular Overcost

The Marbella West Health Center, located on Ricardo Soriano Avenue, is not only being funded by the Marbella City Council, a responsibility that should fall under the Andalusian Regional Government, but it is also being done at a staggering overcost of more than 850,000 euros. This is 46% more than the initial budget, pushing the limits of the legal maximum and draining the municipal coffers.

Overcost: A Recurring Issue for Marbella City Council

It seems that no significant project undertaken by the Marbella City Council concludes without a substantial overcost, albeit within legal margins. This pattern of behavior is becoming a constant. The latest example is the Marbella West Health Center, where the budget has skyrocketed beyond the initial contract.

Details of the Overcost

The project has incurred an overcost of 855,205.48 euros, 46% more than the original contract price. Nine companies bid for the public tender, which had a bidding budget of 1,987,062 euros. The winning company, Bilba Constructora Andalucía, offered to carry out the works for 1,854,374.79 euros, 6.68% less than the bidding budget. The contract was signed in May 2022. However, the project ended up costing significantly more, as a contract modification was approved on January 15, 2024, adding 855,205.48 euros and bringing the total budget to 2,709,580.27 euros. This is 46% more than the initial budget, nearing the legal limit of a 50% increase.

Concerns Over Misuse of Municipal Funds

This case is particularly concerning as it involves the use of municipal funds to pay for a health center, the construction of which is the responsibility of the Andalusian Regional Government. As we recently reported, this health infrastructure is still not operational after two years of construction (the deadline was 12 months) and five years of promises by the mayor, Ängeles Muñoz.
