Marbella has approved its new General Municipal Planning Plan, known as the PGOM, creating a new planning framework for the city after four decades under the 1986 plan.
According to reporting by Cadena SER, the plan gives legal certainty to around 18,000 homes that had previously been outside the normal planning framework. The document classifies 53 million square metres as urban land, an increase of 12.5 million square metres compared with the previous plan.
The PGOM also identifies 64 million square metres of rural land, with part of it potentially available for transformation under current regulations. The plan reserves 20% of buildable capacity for protected housing, although political opposition has raised concerns about public facilities and heritage protection.
The approval is a significant planning milestone, but individual properties and future developments will still depend on the detailed application of the plan and the relevant licences.
